Anyone who is not on this list can only come if someone on the list drops out.
People who ARE on the list are now paying.
If they drop out they either pay anyway, or find someone else that is willing to pay to come in their place (you may suggest people but you may NOT invite them, or imply that they will be able to come, without getting my ok first)
